Capital Projects Coordinator (Construction Owner's Rep)
SUMMARY:
The Capital Project Coordinator will manage each assigned Capital Construction Project from the time when the Board approves formal planning through the completion and warranty periods.
REPORTING RELATIONSHIPS:
- Reports directly to the Capital Program Manager
- Works cooperatively and collaboratively with other administrators, supervisors and staff to perform job responsibilities as outlined
TERMS OF EMPLOYMENT:
- 12 month position, Full-time (260-262 days)
- Salary and benefits in accordance with the Non-Bargaining/Confidential unit of the West Chester Area School District
QUALIFICATIONS & PHYSICAL REQUIREMENTS:
To successfully perform this position, a person must be able to perform each essential duty satisfactorily. The qualification requirements listed below represent minimum levels of educational achievement, training, skill and/or ability necessary.
- Bachelors degree in Architecture, Engineering, Construction Management or related field
- Five years minimum, ten years preferred experience with managing non-residential construction projects
- Experience with projects involving mulitple Prime Contractors, including but not limited to structural, general, plumbing, HVAC, electrical, site, roofing, etc.
- Ability to read and interpret construction documentation such as prints, schematic drawings, shop drawings, contracts, etc.
- Excellent communication skills
- Valid drivers license
Qualified candidate will be required to use hands to finger, handle or feel objects, tools or controls, and to talk and hear; sit and frequently be required to stand, walk, stoop, climb, kneel and crouch; have specific vision abilities to include close vision, color vision, and the ability to adjust focus; have the ability to lift and/or move up to 25 pounds and possess effective communication, judgmental, planning and human relations skills, and will be required to work under periods of stress due to the level of the position responsibility.
ESSENTIAL DUTIES AND RESPONSIBILITIES:

- Acts as the representative for the District in assigned matters pertaining to new construction, renovation, and the remodeling of school district facilities working with the architects, engineers and construction managers whenever such professional services are required for a specific project.
- In conjunction with the Assistant Director of Facilities and Operations, prepares Requests for Proposals for architect, engineer, and construction manager for projects as necessary. Evaluates proposals and provides recommendations for selection of professionals.
- Monitors the architect’s, engineer’s and construction manager’s compliance with their respective contracts.
- Coordinates the inclusion of education specifications for the projects.
- Along with construction manager, architect, and District staff, reviews blueprints to ensure satisfactory design, and coordination between architectural and engineering components.
- In coordination with construction manager, manages construction contracts, approves invoices, and approves and tracks change orders. Approves invoices for construction manager, architect, and engineer. Approves applications for payment and other invoices relating to assigned capital projects.
- In coordination with project architect, construction manager, and District administration establishes project schedule for planning and construction. Communicates key planning dates to building principals and other project team members. Reviews status of schedule and apprises Capital Program Manager of schedule changes and concerns.
- Makes frequent inspections of assigned projects underway to note contract compliance, the observance of safety regulations and reports discrepancies to the project architect and/or construction manager and Assisitant Director of Facilities and Operations.
- Prepares bid documents for all assigned Capital Projects as necessary. Reviews bid documents prepared by architects and/or engineers.
- Attends all bid openings for assigned construction projects, and along with architect and construction manager, makes recommendations to the Assistant Director for bid awards prior to submission to the Board.
- Serves as District contact person for Pennsylvania Department of Education and local municipal governments for assigned construction matters. Attends meetings necessary to obtain governmental approvals.
- In coordination with project architect and construction manager establishes project budgets and monitors expenditures relative to budget.
- Coordinates planning and design meetings for assigned projects with architect, construction manager, engineer, principals and other administration as necessary. Prepares minutes of all meetings and keeps them on file for assigned projects.
- During construction activity holds monthly meetings with architect, construction manager, engineer, building principal and other administration as necessary to track the progress of construction activity and resolve issues. Meetings may be more often when necessary.
- In coordination with project’s architect and construction manager ensures that punch list and warranty items are resolved in a timely manner.
- For assigned capital projects, ensures that all manuals of operations for all mechanical systems in each facility including description of equipment (manufacturer, model, typical operation) and operating instructions (starting procedure, required tests, normal settings, etc.) are delivered by contractor, architect, or construction manager.
- Maintains a project log for each assigned project as directed including records of weather and key activities, meeting minutes, progress reports, and all other information relative to the assigned projects as necessary.
